The number of S-Pass holders a company can employ is subject to a quota of local employees within the company.
The S Pass is for mid-level skilled foreign workers. Applicants must command a minimum salary of S$2,200, however, this must be commensurate with the applicant’s work experience; a higher salary is required for more experienced candidates. Candidates should also hold a degree, diploma, or technical certificate and have work experience.
There is a quota for the number of S Pass candidates a company can hire: In the services sector, only 20% of the total workforce may be S Pass holders, while in all other sectors the quota is at 15%. The ‘total workforce’ includes Singaporeans and Permanent Residents.
Further, for every S Pass holder employers must pay a monthly levy of currently S$330-650 to the government.
